1. Research on Planning, Policy and Standard in Energy Fields
Major topics of planning and policy research in the energy fields undertaken or participated by CSC for recent years are as follows that CSC:
(1) Entrusted by relevant government departments, implements the researches such as energy saving of government institutions, government procurement policy of energy-saving (water-saving) products, etc;
(2) Leads the formulation of the national standard Energy Management System Requirement, which has been officially issued, and currently develops the national standard Implementation Guide of Energy Management System;
(3) Undertakes the Research on the Certification Technical System of Resource Conservation and Its Demonstration, which is the key task in the 10th Five-Year Plan involving five aspects, namely the resource-conservation organization, building energy saving, auto energy-saving technology, energy management system, resource recovery and comprehensive use, ecological design, international comparison of ecological label and national macro-management strategy research. The project has great innovation and breakthrough in the certification and recognition fields and is highly recognized by the acceptance experts.
(4) Undertakes the investigation, planning, design and formulation of the 2009-2012 Energy Saving and Emission Reduction Program for the Fengfeng Mine Area, Handan City, Hebei Province.
2. Research on Identification, Analysis and Assessment of Energy Factors of the Stainless Steel Business Department of Shanghai Baoshan Iron & Steel Co., Ltd.
CSC signed a technical service agreement with the Stainless Steel Business Department of Shanghai Baoshan Iron & Steel Co., Ltd in September 2009. The Department entrusts CSC to conduct identification, analysis and assessment of energy factors of the stainless steel products and the whole process such as process design, energy procurement, production and sale so as to set up the standard process management mode of the energy management system for the Department. CSC effectively integrates the process such as product design and production with the process such as energy purchase & storage, processing transform, transportation & distribution and final use, and realizes the further process optimization and system energy saving through identification, analysis and assessment of energy factors.
CSC, firstly, collects the current information of management system operation, energy management system construction, energy measurement, process control and data statistics and analysis during the product realization, and then analyzes the main problems of energy management in the Department, analyzes and confirms the energy consumption process and links during product realization and uses the theory of product life cycle and process analysis method to research, develop and set up the energy flow chart in the process of product realization for the Department.
Combining with the actual situation of energy management in the Company, the project gives the management suggestion on priority control energy factors, including development of the energy management system training, adoption of energy-saving technology and methods, implementation of good operation standard, staff training demand, measurement statistics analysis, abnormal condition disposal, and other specific suggestions about energy-saving technology and management.
3. Assessment of Energy-Saving Technology (Renovation Project)
In order to promote efficient energy saving and remarkably enhance the technology (renovation project) of enterprises’ energy performance, CSC formulates “Guidelines for the Assessment of Energy-Saving Technology (Reconstruction Project)”. The assessment mainly covers: energy conservation, utilization of new energy, improvement of energy efficiency and other energy-saving technologies (reconstruction projects). Since the energy-saving technology (renovation project) assessment was started in 2006, CSC has conducted the assessment of ten energy-saving technologies (renovation projects). In the assessment, by calculating the energy-saving quantity of the products or projects using energy-saving technology, CSC analyzes the relation between the investment and energy-saving benefit, estimates the payback period of investment, and judges the capacity of saving the cost, enhancing the efficiency and reducing the energy consumption. In which:
(1) Through the assessment on the energy-saving renovation project of the compact high-voltage motor self-developed by Jiamusi Electric Machine Co., Ltd, CSC proves that the motor has many innovations in energy-saving technology of high-voltage motor, enhances the motor efficiency, and saves lots of power. The motor efficiency basically reaches the overseas product level, 1%-2% higher than the domestic products with the same power.
(2) After the assessment on the high-power plastics processing induction heating energy-saving project of Luoyang Suoruisen Electronic Technology Co., Ltd., it proves that the high-power induction heating energy-saving equipment used to replace the resistance heating product may reach above 40% of energy saving rate in the normal continuous production.
(3) According to the result of 8-month testing in the underground garage of the Infrastructure Property Management Center of the NDRC, the assessment proves that the EBM T5 energy-saving lighting system reconstruction project performed by Wuhan Foguang Lighting and Refrigeration Engineering Co., Ltd. has a good energy saving effect. Compared with the T8 halogen lamp system adopting the inductive ballast, the lighting system with the technology can save above 50% electric power in the same illumination condition.
4. Energy Measurement Detection and Comprehensive Energy Balance Test
From 2008 to 2009, the members of the Technical Department of CSC and the energy-saving monitoring technical institution under the Beijing Bureau of Quality and Technical Supervision, jointly organized and implemented the activity of Energy Measurement Detection and Comprehensive Energy Balance Test for Beijing’s key energy-consuming units, which combined the measurement and testing to explore the way of energy diagnostic technology. In each energy measurement detection activity, CSC carried out four core work including the examination of energy measurement apparatus, overall planning of energy measurement system, testing of five categories of key energy-consuming devices, analysis of energy factors and design of energy management indicator system. Based on the system energy saving ideas, CSC, with the help of the rational measurement and scientific analysis of the measurement data, found the energy-saving potential and realized the rational energy use.
According to the project plan, CSC has respectively chosen 6 to 8 enterprises in cement, food and automotive industries to participate in the comprehensive energy balance test. Based on the enterprises' existing measurement data to complete the enterprise-level energy balance analysis and energy efficiency indicator determination, CSC adopts the measurement data auxiliary test data to complete the energy balance analysis and the unit consumption indicator determination at the technical energy system level, and adopts the equipment test to complete the energy efficiency analysis and assessment of key energy-consuming systems and equipment. At present, the project has completed the on-site tests of six food companies including Beijing Shunxin Qianshou Fruit Beverage Co., Ltd., Beijing Huiyuan Food and Beverage Co., Ltd., Beijing Sanyuan Foods Co., Ltd. and China Resources Snow Breweries Co., Ltd., etc.
5. Energy Diagnosis and Energy Saving Audit
CSC actively carries out the technical services of energy-saving consultation for key energy-consuming units and has accumulated rich experience. CSC’s technical services of energy-saving consultation include the energy audit, energy-saving diagnosis, assessment of energy efficiency, energy planning and other businesses.
(1) Energy Diagnosis of Hebei Jinyuan Chemical Plant
During November 17-21, 2008, CSC cooperated with the energy panel of the United States to carry out the energy assessment in Jinyuan Chemical Plant of Shijiazhuang, Hebei. The project mainly carried out the energy efficiency analysis of Jinyuan’s steam system, and also studied the energy saving opportunity of the ammonia cooling system. Steam assessment is performed according to the “Save Energy Now” method of the U.S. Department of Energy and the software tool of steam system assessment developed by the U.S. Department of Energy is also used. The expert group has completed the diagnostic report, and put forward nine energy saving proposals such as controlling the oxygen content of the boiler, regulating the boiler pressure, installing the boiler blowdown heat recovery device, increasing the heat exchange capacity of refrigeration system’s condenser, and reducing the compressor pressure ratio, etc., which are estimated to realize the economic benefit of saving RMB 410,000 per year.
(2) Energy Audit and Energy Conservation Diagnosis of Beijing Cement Plant
Beijing Cement Plant is one of the national key energy-consuming units in the "Top-1000 Enterprises Energy Conservation Action". The enterprise has two Portland cement clinker production lines with the daily output of 2,000 tons and 3,000 tons respectively, and auxiliary cement grinding plant. In January 2007, CSC project team members implemented the energy audit and energy-saving diagnosis for the enterprise, and produced the energy-saving diagnosis and energy planning report based on the result of energy audit. Depending on the diagnosis of energy utilization of the enterprise's major process system, the project team made a number of energy-saving technical renovation proposals. In which, the implementation of low-temperature waste heat power generation at the kiln head and kiln end, the high voltage and frequency conversion of cement grinding and part of alternative fuel application projects are of great value.
(3) Energy Audit and Energy Conservation Diagnosis of China United Cement Zaozhuang Co., Ltd.
China United Cement Zaozhuang Co., Ltd. is one of the major enterprises under China Building Materials Group with the annual output of around 2 million tons of cement. The enterprise has the new dry rotary kiln clinker production lines with the daily output of 5000t and the supporting waste heat power generating equipment. In July 2009, CSC, based on the requirements and implementation guidelines of the energy management system, had implemented the energy management system instruction and energy diagnosis in the enterprise. The project team carried out comparative analysis on each process energy consumption indicator in the production process through identifying the main factors affecting energy consumption of the enterprise, determined and assessed the procedure energy consumption level and gave the various energy saving indicators for management assessment. In addition, the project team also made a number of specific proposals for energy-saving technical reconstruction, e.g. controlling the motor speed of major fans and mills and enhancing the parameter control during the process, etc.
(4) Energy Audit of Beijing Hangxing Machinery Manufacturing Company
From August 10 to September 17 of 2009, CSC was invited to carry out the energy audit activity for Beijing Hangxing Machinery Manufacturing Company. In light of the operation and management features of Beijing Hangxing Machinery Manufacturing Company, the project team surveyed the company's energy management system, energy measurement system, key energy-consuming systems and equipment, and energy efficiency indicator management system, carried out the energy efficiency test on some key energy-consuming equipment and carried out the detection and analysis on the power quality factors which may affect the operation and running of the precision machine tool. Through the implementation of energy audit activity, the project team has completed the power balance analysis for the company and established the suitable energy efficiency indicator system for the enterprise operation and management.
(5) Energy Audit of Beijing Institute of Aerodynamics
Beijing Institute of Aerodynamics is the main research unit subordinate to the Space Flight Technology Research Institute of China Aerospace Science and Industry Corporation, which is engaged in the machining and manufacturing of the high-precision technology products. In September 2009, CSC was entrusted to provide the energy audit service for this unit.
(6) Energy Audit and Energy-Saving Diagnosis of ABB Chongqing Transformer Factory
ABB Chongqing Transformer Co., Ltd. (former Chongqing Transformer Factory) is the largest joint venture of ABB Group in China, which is also ABB's largest transformer manufacturer in the world. It is mainly engaged in the design and manufacture of the power transformers and reactors at 500kV voltage level or above with the single volume of 1000MVA or below, and it is also the ABB’s manufacturing center of insulation parts in the Asia-Pacific region which provides the insulation parts for ABB in the Asia-Pacific region and other transformer manufacturers.
In July 2007, CSC conducted the energy audit on the ABB Chongqing Transformer Factory and conducted the comprehensive test on the key energy-consuming equipment in the production system of the factory according to the national standards for energy saving monitoring. After the approved evaluation of unit product energy consumption and output value energy consumption, CSC determined the enterprise as the low energy consumption company which has excellent energy efficiency. After the analysis on the trend of energy consumption data for three consecutive years, the factory’s energy conservation results are prominent and all energy consumption indicators are experiencing continuous decline.
However, according to the specific equipment monitoring results, the factory still has a number of renovation opportunities to implement energy saving potential. The factory's dust suction fan, air compressor, gas boiler and steam oven have the greatest potential for energy saving; the COP value of air handling system in the main factory building is lower than the minimum allowable values of energy efficiency, the cooling capacity of water circulation pumps does not match that of the air handling system, and the system has the energy-saving potential through overall optimization. CSC summarized the problems identified during the audit and made a total of 18 proposals for energy-saving technical renovation for the company. The factory can save 2.3 million kWh of electricity and 178,000 cubic meters of gas annually.
(7) Energy-Saving Diagnosis and Energy Balance Test for the Jiangong Building of the Beijing Urban Construction Group
Jiangong Building is a Grade-A office building constructed by Beijing Urban Construction Group Co., Ltd. in 2003 with 3 storeys underground and 14 storeys on the ground, totaling 120,000 square meters. The building, as a commercial complex, includes the office of the Urban Construction Group, as well as the hotel, KTV and restaurants, etc. Jiangong Building’s main energy-consuming system includes four groups of lithium bromide air conditioning units, two gas steam boilers of 4 tons per hour, escalators, elevators and the air handling units distributed on each floor. The building has the universal characteristics in energy use as the Grade-A typical public building.
In September 2008, CSC conducted the energy-saving diagnosis for the Jiangong Building and the electric balance test on the building's power distribution system and air-conditioning system on the basis of measurement and detection. According to the field test results, it shows that the circulating pump of air-conditioning system in the building does not run rationally, the chilled water pumps are working in overload condition and the circulation capacity of cooling pumps is not adequate, which requires the cooling water manually mixed with ice in extreme weather conditions to enhance the cooling effect. In addition, the efficiency of the main lithium bromide engines being tested can not reach the minimum allowable values, and we suggest that maintenance and optimization is needed. After the energy-saving diagnosis, CSC provided a number of energy-saving recommendations for the building in the daily energy management at three levels, namely reducing energy use, matching the technical solutions with the applied energy-saving products and conducting overall optimization of air-conditioning and other systems.
(8) Energy Audit and Energy-Saving Diagnosis of Bairong World Trade Center
Bairong World Trade Center Management Co., Ltd. is a holding enterprise wholly owned by Bairong Investment Holdings Group Co., Ltd. and operates the Bairong World Trade Center. The center is located at 101Yongdingmen Outer St, Beijing, the junction of Axis Road and the S.3rd Ring Road, is a comprehensive wholesale market mainly focusing on the wholesale of clothing and small commodity supplemented by retail. It is the largest modern commodity trading center in Asia with a total area of over 700,000 square meters for the first and second phases. Bairong World Trade Center is the core representative of the commerce and trade in South Beijing and the key energy-consuming unit in Chongwen District, Beijing. Bairong World Trade Center has 460,000 square meters for the first phase, the main body is divided into eight storeys, with 6 storeys on the ground and 2 storeys underground, and it has 240,000 square meters for the second phase.
From December 2008 to February 2009, CSC had implemented the energy audit and energy-saving diagnosis on Bairong World Trade Center and the energy-saving diagnostic analysis on the Bairong World Trade Center's power supply system, air-conditioning system, elevator system and lighting system via the monitoring technical method. The audit and test results show that Bairong World Trade Center has a significant energy-saving potential in the lighting system and air-conditioning system. For the air-conditioning system of the center, CSC proposed the system optimization solution of replacing main electric refrigeration unit with water source heat pump unit, which can save the energy of 1261.2 tce and the annual expense saving of RMB 7.461 million through the energy-saving benefit analysis and technical and economic accounting. The center can recover the investment in 1.6 years.
