Background
CECP was officially founded in October 1998. CECP was one of the organizations
charged with responsibility for fulfilling the requirements of the
"Energy Conservation Law" of the Peoples Republic of China.
Formation was initiated by China National Development and Reform Commission
(NDRC) and approved by General Administration of Quality Supervision,
Inspection and Quarantine of China (AQSIQ) and Certification Accreditation
Administration of China (CNCA). CECP is a non-profit organization
with independent legal status in charge of the organization, management
and implementation of the certification for energy conservation products,
water saving products and environmental-friendly products and operates
under the leadership of a Management Committee.
The certification for energy saving and environmental-friendly
products is a voluntary program aiming to save energy and reduce
emissions through stimulating manufacturers to produce more resource
efficient products and helping consumers to make more sustainable
purchase decisions.
In 1998, CECP began the energy conservation certification program
with residential refrigerators. This soon expanded to more than
ninety product categories covering home appliances, lighting, electronic,
office equipments, industrial products, water saving products and
environmental-friendly products.
In light of the rapid development of the decoration industry in
recent years and the instability of product quality, safety and
health performance, Certification Accreditation Administration of
China (CNCA) has initiated the compulsory certification in order
to enforce the product supervision regarding the health, safety,
sanitation, and environmental protection, and safeguard the public
benefit and safety.
At the beginning of 2004, CECP has been authorized by CNCA to undertake
the certification work of China Compulsory Certification (CCC) mainly
engaged in the decoration stuff for construction such as solvent
carpentry paint and ceramic tile that provides CECP with a new stage
for further contribution to the certification work of China.
Principle
CECP aims to continually aid improvements in energy efficiency and
environmental protection and to assist social and economic sustainable
development. To achieve this goal CECP seeks to harmonize social
value and economic benefit by stimulating technical development
in industry, increasing pubic awareness of resource consumption
and environment protection and ultimately increase the market share
of the energy-efficient and water-saving products. CECP undertakes
specific projects within the national and international arena and
actively supports cooperation and harmonization across international
borders.
Tasks
In performance of its role, CECP undertakes the following tasks:
* Establish and develop the certification system for energy conservation,
water-saving and environmental-friendly products;
* Undertake the work for China Compulsory Certification;
* Conduct fundamental research regarding energy, resources and environmental
protection to provide the technical basis for policy making;
* Promote energy efficient, water-saving and environmental-friendly
products and removing the market barriers for energy conservation
products;
* Undertake international cooperation in the energy efficiency field.
