1. Basic Conditions for Application for Certification
1） The enterprise within the territory of the People's Republic of China should have the Business License for Business Entity issued by the competent administrative department of industry and commerce; foreign enterprise should have the certificate of registration issued by appropriate institution;
2） The product should have manufacturing permit according to the related regulations (referring to the product specified by the state), with stable and reliable quality, capable of regular batch production and sufficient capacity, good pre-selling and after-sales service, and guaranteed supply of spare parts and components;
3） All indicators for the quality and environment of the product should meet the state and industrial standards or enterprise standard applicable to the enterprise;
4） Product performance index should meet the technical requirements/standards of CECP certification;
5） The capacity of the enterprise in quality assurance should meet the related requirements of CECP.

2. The Application for Product Certification as well as the following evidential materials should be provided:
1) Copy of business license or the copy of the evidential document for registration;
2) Registered trademark certificate of product;
3) Copy of production permit for the product
4) Product standard applied/clearly indicated by the enterprise;
5) Product test report within the year;
6) List of key controlled components and materials;
7) Evidential documents and materials related to the enterprise competence in quality assurance in conformity with CECP provisions, such as quality manual or program file;
8) If necessary, other related materials required by CECP.

3. Acceptance of Certification Application
1) Procedures for Acceptance of Certification Application
A Notice on Acceptance of Certification Application will be issued to the applicant whose application and related materials submitted have been examined as meeting the requirements by CECP.
If the application and the related materials are insufficient, CECP shall ask the applicant to provide supplementary materials.
For those failed to meet the conditions and requirements on product certification application, CECP shall issue a Notice on Unacceptable Certification Application to the applicant and explain the reasons.
2) Sign Product Certification Contract with Applicant
Once certification application is accepted, CECP shall sign Product Certification Contract with the applicant, determining such contents as scope of certification (name of product, model, manufacturer, and product trademark), time of factory examination and date of product testing, certification fee, responsibilities and obligations of both parties, etc.

II. Factory Examination

1. Basis for Factory Examination
l Rules for the implementation of CECP product certification
l CECP requirements on enterprise competence in quality assurance
l Enterprise quality manual, program and related supporting documents.

2. Implementation of Factory Examination
1) Document Examination
l CECP shall complete the examination on the related documents certifying the enterprise competence in quality assurance submitted by the applicant within 10 days after the certification contract becomes effective.
l After the documents are examined as qualified, CECP shall issue a Document Examination Report to the enterprise and determine the time of site examination with the enterprise through negotiation.
l If the documents are examined as disqualified, CECP shall describe the disqualification existed in the documents in the Document Examination Report or the contents required to explain and supplement. The enterprise should complete the modification or supplement for the documents within the specified time.
2) Confirmation of Examination Plan
Once the documents passed the examination, CECP shall determine the members of the examination group, which will compile the Examination Plan and notify the applicant for confirmation.
3) Site Factory Examination
CECP site examination group shall conduct site examination according to the Examination Plan.
4) Rectification of Disqualification
l In site examination, if found any disqualified item, the examination group will issue a Disqualification Report. The enterprise should conduct rectification and submit the Corrective Measure Report and evidential materials within the specified time.
l In site examination, if found severely disqualified item, the examination group may make the decision on terminating examination and submit the Notice on Termination of Site Examination.

III. Product Testing

1. Basis for Product Testing
Product standards or technical requirements of CECP certification.
Rules on the implementation of CECP product certification.

2. Procedures for Product Testing
1) CECP shall determine the certification unit and sampling range and quantity according to the rules on the implementation of CECP product certification and send Product Sampling Notice to the enterprise;
2) CECP shall designate the examination group or the working staff responsible for sampling and sample sealing; the enterprise shall be responsible for sending the samples to the testing institution designated by CECP.
3) If it is necessary for site testing, the testing institution should send its personnel to the site for inspection.

IV. Assessment and Registration

1. Form of Assessment
Certification assessment shall be organized by CECP technical committee.

2. Basis for Assessment
Assessment basis mainly includes: Factory Examination Report submitted by the examination group and the Assessment Report worked out by CECP; Product Sampling Testing Report and the Assessment Report provided by CECP.

3. Certification Assessment
1） CECP shall organize an assessment group to conduct comprehensive assessment on the results of factory examination and the results of product testing according to the assessment basis and sign on the certification assessment suggestions.
2） CECP director shall make the judgment on certification registration according to the assessment suggestions of the expert assessment group. Product certification certificate shall be issued to the applicant and its products that meet the requirements on product certification.
3） According to the assessment conclusion, CECP shall issue the Notice on the Result of Product Certification to the applicant.

4. Registration Formalities
The enterprise passed the product certification shall handle the following registration formalities after received the Notice on the Result of Product Certification:
1） Sign the Agreement on the Use of Certification Certificate and Mark;
2） Obtain the product certificate and handle the issues related to the use of the certification mark.
3） Release certification notice.
